Buying Off-Plan in the Algarve: What to Check Before You Commit

New-build and off-plan properties are increasingly popular in the Algarve, offering modern energy efficiency, guarantees and the chance to choose finishes. They also carry different risks to buying a resale home.

Why Buyers Choose Off-Plan

  • modern insulation, solar and air conditioning as standard
  • lower maintenance in the first years
  • the ability to personalise layouts and finishes
  • staged payments rather than one lump sum

The Licences That Matter

Before committing, confirm the development has the correct paperwork in place:

  • the construction licence (licenca de construcao) from the local camara
  • a clear plan for the habitation licence on completion
  • the property registration and land registry entries
  • the developer's track record on previous projects

How Payments Are Structured

Off-plan purchases usually follow a staged schedule:

  • a reservation deposit to take the unit off the market
  • a promissory contract (CPCV) with an agreed deposit
  • interim payments tied to construction milestones
  • the balance at the final deed (escritura)

Always have the CPCV reviewed by an independent lawyer before signing.

Questions Worth Asking

  • what happens if completion is delayed?
  • what guarantees cover structure, waterproofing and equipment?
  • what are the projected condominium costs?
  • what is included in the specification, and what is an extra?
